PE/R of 4. Why?

PE/R of 4. Why?Hi there, I'm just wondering how you guys explain the PE/R on this company. I understand dealing in China and being liste in Canada is weird, especially given the current relations between Ottawa and Beijing.
But apart from that, what explains such a low valuation for this stock? Any thoughts?
