Legislation for fining drivers without firshand evidenceDoes anyone have any insight on how this is progressing?

but just wondering if anyone has other news to share.
Irrc, Texas is one of the states where it'll probably be impossible and always be considered unconstitutional. I wonder if it's fair to assume half the states will be open for it. Given the cashburn from covid, I'd like to stay positive and think that this other half will be pushing for new sources of revenue (like how many states are starting to legalize weed for the additional tax revenue)
