Looking at the 3 month chart this stock looks to be on of the biggest pump and dumps available. 

It really doesn't matter what their doing for progress and infrastructure when the stock absolutely falls on it face within a 3 month period. 

I got caught at 3.60 and defiantly kicking myself on this one. Nothing like losing 60% in 6 weeks.
