I personally do not think Tesla is in direct talks with HPQ, but if they were, why would he want his competition to know where he is finding his battery powders? It is in his best interest to keep that totally quiet to ensure his company maintains their edge in the EV market.
Furthermore, while everyone loves to see their share prices jump to silly levels for something as insignifacant as a tweet, any rises that would happen from that will pale in comparison to the real rise in company value that will be coming your way if you invested correctly. And if you are invested in HPQ, it'll be fine.
