The NR says that two units have been provided to HC in May and it is clearly at the request of government agencies. So, there is something very prospective here. If this was known by the market, maybe the SP would not have taken such a hit, hence the PP would not have been at $1.50. Furthermore, if he waited for the results and they were positive, the SP could have been much higher. So, it appears that the PP was done at cheap valuation and the question is why. Paul always said we were not desperate for cash. There could be a good reason, but none has been provided thus far. Maybe it will end up being the best thing that ever happened to us, but maybe it will not and our investment had been sacrificed for a few. We are missing important information, and NRs occasionally provide that evidence.

People don't buy into a PP at higher than market (well I did but that's another story for a different ticker).
