In my opinion the water bearing dike was no surprise and it is not anything remotely akin to having an underground lake (aquifer : https://en.wikipedia.org/wiki/Aquifer) above the copper bearing zone.

The equipment and techniques needed to safely and securely seal up the water ingress that the company already knew about obviously has posed some challenges but these are just mine start up issues which, in this particular case, are unfortunate in terms of slowing down time to bring copper ore to the surface.

It is clear from the news release that other investments, that otherwise would have been done later, were taken on while the dike work was ongoing. Those investments include driving a new lateral 90 feet below the current one. This all costs money but it seems it was the logical choice given the 'road block' between the ore zone and the underground crusher / lift area.
