Waldo was adamant that pond construction would begin this year.
Production in 2023 means that pond construction starts now (or at least very soon).
Maybe already is in bid stage or has already started.
For $60 million, one can build quite a few ponds.
The liner will be costly and possibly long lead.
A long time ago I calculated liner price from China. Came to $10 million.
Don't recall for what surface area though.

They've been awfully silent the past few months.
Much more may have happened than we presently think.
