The fact that they're sitting on top of a bunch of water doesn't change the fact that they don't have the right to pull that water from the ground. Right now they only have a right to 50 acre-ft. 50 acre-ft is a fixed amount of water, regardless of how much land you own.

Fingers crossed they get additional rights, but right now they don't have it.
