The value of SIC, NFG, LAB, and any other mining company is determined not by you, me, or any shareholder but by the value of the gold in the ground, the cost to get it out, the market price of gold, the jurisidction of operations, managment skill, weather, terrain, location, infrastructure, labour availability, and a host of other factors.
The value of these companies will be determined with a compliant 43-101 technical study is completed which typically run into a million dollars to be completed by a host of qualified personnel.

The value is ultimately determined by the market price which is the best indicator of fair value as per International Financial Reporting Standards (IFRS 9 level 1 fair value of publicly traded companies.). One price is 8.51 for the 1.3B company and the other $.35 for the 70M company. FYI even 43-101 valuations do not supercede the fair value of a trading price.
