Skeena Resources Limited is a precious metals developer that is focused on advancing the Eskay Creek Gold-Silver Project, a past producing mine located in the Golden Triangle in British Columbia, Canada. definition from Mineral Titles

mineral: means an ore of metal, or a natural substance that can be mined, that is in the place or position in which it was originally formed or deposited or is in talus rock

mineral tenure / lease - means a claim to the minerals within an area which has been located or acquired by a method set out in the regulations and includes a claim to minerals recorded under one of the former Acts

So Mr. Wills has all the rights to the minerals below the pond (ie before the pond was ever there) NOT the minerals within the pond as they were not "originally formed or deposited there".

Skeena has the surface rights (and liabilities) of the material within the pond
