The protocol needed to evaluate the water quality and the difusser capacity is obviously necessary.
My guess is that the data and many of the technical terms used were unfamiliar to most LBN, as they would be to most people.
BKM sharing anything technical with LBN likely landed on mostly deaf, and untrusting ears. Instead, if they just focused on the fact that the water quality is good and that the salmon have been thriving even after the 2 previous mines were operated for many years (1966 to 1982 and 1972 to 1992), then I would think common sense would be more likely to take over and a much higher % of LBN would accept the project as being safe.
