Chen strikes me as a CEO intent on cleaning up and uncomplicating balance sheet, while keeping options open. BlackBerry is becoming more and more indispensable by the day. The SP clearly doesn't reflect it, but that doesn't make it any less of a fact.
While a sale to a Chinese concern is highly unlikely, a North American purchaser with covenants in place to keep jobs in Canada could be feasible. So, yes, with suitable covenants in place, I absolutely believe the government would okay a North American deal. After all, it's a capitalistic market.
