They have 33 million people to keep warm for 6 months of the year. Safe to say the whole point of TOU taking the unusual step, at the time, of handing out dividends is that long time share holders were complaining that there was no point in holding it , since nobody would have the cash or regulatory sway to buy Tou and it wasn't generating income. If anything, Tou needs to up it's regular dividend now. Once they pay off debt, I'd think they can sustain something better.
