• 67% increase in Ontario(1)
• 30% in Quebec

Looks like sloppy wording to me. My reading is that Ontario was effectively 2/3 of the source of the 28% increase in renewals and new leases, and Quebec 30%. The other geographic regions (mainly Alberta) were only responsible for 3% of the 28%.
