Its Midstream segment also consists of natural gas and NGL marketing business, domestic logistics, trucking and rail terminals, and liquid storage capability. Its subsidiaries include Wrangler 1 LLC, WGL Holdings, Inc. and others.

I do not know for sure, but as their business is regulated, that cost may have to be approved by
the regulatory body(e.g. the Enery Board in Ontario),to pass it on to the customers.
This might be a good question to ask of the investor relation people.
