RE:Normal Course Issuer Bid

RE:Normal Course Issuer BidLast time I checked SEDI, they didn't purchase anything for the month of March which was only for a few days.  However, they never implemented an automated purchase plan, so wouldn't they be in theory under a blackout period now and not allowed to buyback shares anyways for the month of April?

Buying back under NCIB would make sense if they're not planning on issuing any more shares to fund future expansion in future years.  Every couple of years recently, they've gone to market to raise more equity to do large purchases.. but at this point, I think they are large enough that they can just fund it internally.  Most of their dividends are DRIP'd anyways, so there's no cash outlay for that.
