The only time you do that is when interest rates are high and you want a lower rate - and you have so many shares it doesn't matter 

Surge 6.75% coupon debentures are trading over par and went up today.   That indicates the market has an appetite for that type of security right now and indicates the interest rate for OBE will be similar given the similar risk profile of each company from a lenders point of view
