When will a buyout come?

When will a buyout come?And at a reasonable price? The book value is around 8$. Current price is absurd at 4.60. it appears company no longer buying back shares even at these ridiculously low prices. Does management even care what the SP is? And it trades so little, why are they even a public company? I'd like to see a sea-change in management and board of directors.
