Agree there is some of that, but where do you draw the line and call it a conspiracy theory. Tons of that in internet land.

One of the hold ups is making sure it's done right from the get go, and looking at California and Canada while learning from their mistakes. Hopefully by year end Safe will be in place, at minimum.
