i would consider that sentence is in reference to the new downstream processing facility, otherwise I also agree that it makes no sense....

if my assumption is correct, then the inital engineering work could be used to support a more detailed CAPEX / OPEX estimation; leading to a financial model. If favorable IRR / NPV's you proceed into more definit agreements. Thats probably what KfW would want to see prior to any final committment.
