Why has the President lost his pen ?

Why has the President lost his pen ?
Lots of positive action going on, but still no signature.

There are many possible reasons for this, but here are a few of my guesses :

1   The President fears he will lose votes in the next election

2   A larger company has GQC in its sights and has put pressure on the President to delay GQC

3   Waiting for gold to get much higher, say $2,500 - $5,000

4   Waiting for upcoming legislation which would force GQC to hand over more profits to the DR

If it's 1), then we can expect to wait 2 years for the signature, since the President can only get two terms in office.

If it's 2), why has the company not pounced on GQC before now ?

If it's 3), we may be in for quite a long wait.

If it's 4), hopefully the wait is limited to 6 months to a year.

Any other theories ?
