RE:Where did two tons of concentrate come from? It's xenon, not xeion. So, you can search for "producers of xenon gas". It is among the so-called noble gases which include helium, neon, argon, krypton, xenon and radon. So, you could also search for "producers of noble gases".
Major producers of industrial gases include such western companies as Air Liquide, and Linde among others. But, you like pennies, so (not any type of recommendation) try Desert Mountain Energy (DME.V or DMEHF), American Noble Gas (IFNY) or look for Canadian companies based in Alberta and Saskatchewan. It's hard to find companies focused on Xenon but searching for noble gases or helium can help. For another example of a penny, there's Avanti Helium Corp (AVN.V) based in Calgary.
Best of luck.
