Valuation states "Strong Buy" Is this correct?

Valuation states "Strong Buy" Is this correct?Bought at .18 to .19 cents when analysts indciated that there was a significant negative supply of oil about a month ago. 

Doing a bit a reserch and the valuation on Bullboarrds stated Strong Buy and I was wondering if this is an error considering all other stock apps state PPR is a dud. 

Thoughts?
