If this doesn' get signed in the next 3-6 months I fear it won't happen until after the next election in 2024. Is a small percentage of the population that is opposed carry this much clout? I know they had the loudest voice in the past and were successful at having this kicked down the road. I'll give it up to Santana, he has accomplished more in 4 months on the ground than the previous leadership in 4 years. What if it is more than a political roadblock?
