You are out to lunch. I short sold at $2.31 last week and bought back in today at $2.12. Its just another way of trading in this day and age. No conspiracy theory. Stop with this nonsence. CJR.b will go up after they make a decision on their dividend. Cut it and the stock will go higher. Leave it and the stock will go higher.
