If you are correct that 3 large shareholders control 2/3 of the stock and they won't sell, what difference does it make for them to say no to a 10% NCIB vs no to a 5% NCIB and no to a 5 or 10% SIB ? I doubt none of them are interested in selling at any price, maybe just not at $2.70.
