It is a rather inexpensive step that can be paid for with money already in the bank. Then, the trees are not what you would find in northern BC for example. (They are more like chopsticks, you have to glue two of them together to get a 2x4 )
I believe they can get food and board at a nearby camp for the workers to start that task while they setup a decent installation at the Rose site. ( there are many contractors that offer camp setups anywhere in the world )
So I am not sure if I am answering your question correctly, But I think that they need just a month of so after the financing to get that step (tree clearing) going.
Just how fast can they get the equipment and manpower to start the concentrator build is another matter. For sure, as we speak, a list of every critical piece of material has been looked into to be sourced rapidly.
I think that the main hurdle is the "specialized workers". You cannot just snap your fingers to obtain these, and the hiring process can take a while.
