You may well be correct. However, at least yet, I have not read or heard about any instances of dozens of people being disappeared only to be found at a later date chopped up and placed in plastic bags. Quite often, law enforcement and politicians are complicite.
It is small wonder that people are lined up at the border trying to get out of Dodge.. 
Corruption is not new to any country.  
It just appears to be a little more blatant south of the border.
