yes, many opec members have built LNG terminals many decades ago. Likely, I listed Indonesia because of the recent completion of Tangguh expansion.
Tangguh LNG Terminal is an LNG terminal in West Papua, Indonesia.[2] Train 1 of 3.8 mtpa was completed in 2009, and train 2 of an additional 3.8 mtpa in 2010. An additional train of 3.8 mtpa is under construction and planned for 2023.[4][7] The list i posted was off the top of my head, a partial list, many more other countries have built or expanded their LNG terminals ahead of Canada, that was my original point. So many countries have beaten us to the LNG game while Canada has the gas and engineering ability but no political will.
