First of all you have no idea what I understand. Second, no, that would not be a desparate move. There is nothing that can be considered desparate about this company. It is very healthy with miniscule debt. Cutting capex should not be because of increasing debt but because of oil prices currently being manipulated by artificial SPR injections.
