Couple of things to note
1....historically Quebecers are actually politically very smart in that that vote as a block and since they have so many seats in the House of Commons, no Party can get get a majority without caving to their wishes
2....Quebec's special status goes all the way back to the 1700s after the defeat of Montcalm by Wolfe on the Plains of Abraham. The British at the time were so worried about the Amerricans taking over that needed to do whatever they could to please the French in Quebec and so the basis for special status was essentially engrained on Day 1 by the Brits.
But this is not the only the problem that Westerners have since Day 1. The Crow Rate was another example.
Will any of this change?
IMO no.
All this though reminds me of a joke a western grain farmer friend told me a long time ago...
If you put a banker; a railway man; and grain elevator operator in a barrel, you can roll the barrel any way you like and there will always be a SOB on top....
