RE:I KEEP HOPING THIS IS A MASSIVE BLUFFLet's suppose that is all true and that it worked.  Arizona grants permits for any technical procedure at the wells and helium starts flowing.   

Would you invest?  Would the share price suddenly rise as investors rush to buy?  

I suspect the answer is no.  Trust is important.  Whatever trust there was in management would be obliterated.

I suspect this has nothing to do with "Arizona officals" and more to do with unproductive wells that were over-hyped by a management team holding on to the dream.
