I've spent 20 + years in the tech industry, 10 of those designing and building specialty PC based products and shipping them globally. Post board production, FINAL Assembly and automated testing was completed by 3rd party contractors both on and offsite depending on order size at a cost of less than $15 per unit.

Automated testing bays with software are common place. It will be technical engineers that do this work. The term engineer is used rather loosely in this industry. 

We have no idea (yet) as to how EXRO intends to do final assembly and testing, but you can rest assured that packaging and shipping will not be an issue. I really don't think the company needs to press release the hiring of shippers and receivers do you?
