Any company can issue preferred shares at any time, at any rate.  However, they have to sell the shares to willing buyers.

Today, September 2023, NOBODY in their right mind would buy preferred shares from a company in office buildings offering less than 10%. Nobody.

Why would they?  Buyers are not stupid.  Brokers and banks offering these issues would tell the issuers "you need to pay market rate" which at this time would be 10% in this industry.

At the end of the day issuers do NOT decide what the yield will be.  The market does. And there is nothing "crazy" about it.

Give it a rest. You own your preferred and enjoy collecting the dividends knowing they will increase in a few years.
