They may have oil in the ground, but they are having ahard time getting it to market with their present infrastructure. These "cuts" may be not cuts at all since they have not reached their targets, but what they can produce at full capacity. They may want to give the impression that they are in control but ma have struggled to reach their quota and so cut the supply to continue to give that impression.
