SAFE Banking to get out of Committee before Oct 6th

Sec. 10 and HOPE Act will be resolved. We do have 60 Votes to get it through the Senate. Oct 6th is the dead-line so It may pass the committee in the next few weeks. Point being is, its going to happen.
