So the market is waiting on confirmation. There is an old saying that goes like this " Fool me once shame on you fool me twice or multiple times shame on me" so they wait. If it is what ED says he thinks it is then they do not care whether they buy at 16 cents or 25 cents because they know it will go much higher before it retracts back to some level.
