Thanks for digging this up.

We can see that GSI gives a full service solution whereas Hayden AI requires 2 supporting members to fullfil the contract. Not sure how this is captured in the PET scoring guidelines. In addition, it is likely that Hayden AI could easily loose $ on this contract given their much higher quote which got whittled down towards GSI levels. I'm surprised cost weighting is only 25%. You have qualifications of staff and understanding of the tech requirements each at 30%, there must be a major overlap in those categories.
