The concept makes sense but like you said, the data presentation here is horrific at best. I thought for DBE qualification the company has to be a "small" business where at least 51% is owned by an "economically disadvanted" group with a day-to-day involvement at a high level lf the company.

That's why I feel the % are % of where the contract is going to as those are "DBE certified" subcontractors.
