The market discovers price based on a whole range of viewpoints or thought processes.

The investors who are short BPY or BPO prefs might well be "calling for BPY to default or go bankrupt".  

The analyst community of Brookfield assign a value of zero in their target price of BN.  Call that what you will.

The financial statements of BPY are not a very pretty thing to look at.

The current price of the BPO prefs are reflective of a market that takes into account all sorts of facts such as credit spreads etc etc.

When my favourite N series was pushed into the low $6's in October, the stock was trading at 24% of the $25 par value.  This was "calling" for something.
