It meant bought "enough to own" as of last year.  He could have bought even more to support the shares he has been advocated under-valued...??  Not even one share since the start of this year, hello???

The other reason he has not been buying this year, could it be that he is in possession of some certain insider knowledge?  (pure speculation).
