It is delusional and also a typical waste of billions and a cheap tactic to stay in power by giving in to powerful unions in exchange for their support and votes.

An auto company or any OEM, among other things, has a huge engineering division including mechanical, electrical and electronics, CAD, software and R&D departments. These departments employ skilled engineers and technologists from junior to PhDs. In addition, there are sales and marketing departments and other groups, not to mention headquarters for the top management team and its support staff.

Canada won't see any, or very little of it. These valuable positions will stay in the U.S., Japan, Germany and South Korea. All it is creating are jobs for unionised plant workers and a few management positions. And, as stated in the above article, many plant workers will be lured from Canadian owned companies which are often facing a shortage of skilled labour anyway.
