The FS was completed in September 2023, BONE was getting to be a serious past due account ofr SRK if that was the case.

Regardless, BONE must have had the FS in hand since then. Nothing would have stopped them from pass it on to the ministry.

The NR did say that the FS was completed not that BONE had it in hand...so who knows.
