First about the article.
I normally do not read thenarwal.ca articles. However, I jn read the article you linked. I may reply later with comments but probably say at this moment,
there are many commodities and they trade within their own set of rules, and governace.
The Alberta electricity market place, at tis basic, is only a simple, single product with three governing/monitring bodies. IMO I don't think its confusing nor complex.
From time to time, I do study and look at different markets ( if / when I have an interest in them), trying to learn their many aspects, one of which is the auction process they use.
Every industry (scope here: in the free world) classification has their respective auction process. Its very much in our face when we decide to enter these markets.. For example,a comparison of two, you may have experienced. Take a Chinese Restaurant vs a Japanese Sushi house. Each is distinguished by their unique auction process even though both are eateries. Can you tell thie difference and which has the better efficient process? Are they confusing or complex? Or simple and yummy.
Second,
I pointed out
Genesee #1 (and Genesee #2) because they are the two remaining coal fired electrical generating plants in Alberta. Retire both result in reducton of much particulate , SO2, NOx pollution and other GHG emissions. Currently both together are contributing ~ 600 kg CO2 / MWh.
Alberta will soon be able to claim coal-less status.
To fill their substantial baseload requires relacement electrons coming from new baseload (preferable) or renewable sources. The mix.
Cascade 1 and 2 are super efficient and clean burning combined cycle
Nature Gas.

For comparison MEG's cogen out puts about 350 kg CO2 / MWh at .
Will compare this to Cascade when the data is available.
Back on topic, AXE. AXE will have to revise the numbers they used in their literature about RFXL or CTI when plugged into a coalless Alberta Grid to strenghten their case.
