The NYC award you posted, which went to TransCore, predated the acquisition of ETC by QTRH in 2021, although ETC was reportedly a bidder or at least a party submitting on the Request for Technology in early 2019. The word on the street was that the MTA was very impressed with ETC's technology and its capabilities, but ETC was not reasonably in a position to win the bid, from the perspectives of ownership at the time (in or transitioning from Atlantia to Align Capital private equity) and financial resources and possibly more.
Despite the court, community groups and political challenges to implementation of congestion pricing in NYC, it is now ready to go.
There is a fairly broad consensus that more major USA metropolitan areas will consider this type of policy direction in the future. It's reasonable to expect that QTRH will be at the front of the line on those bids. Due to the importance of accuracy, Red Fox's classification technology definitely plays on congestion pricing opportunities for QTRH, as does weigh-in-motion technology from the team at IRD.
So timclarkes, I'm with you on getting congestion pricing business. While it won't be from this NYC program, congestion pricing is another reason why the long term ITS landscape is so fertile. All levels of government need money and user-pay and climate provide ready made, publically acceptable rationales.
