someone took "sell the news" too literally, but it wasn't really news to long-time shareholders given that some regulars here already pointed out the SEPTA bid documents for those projects (granted it was never officially announced)

again why you don't really pay too much attention to price movements, since even just 5-figures can drastically move the price above the base. 80's will need more consolidation
