Pulsar Helium Inc. is a Canada-based helium exploration and development company. The Company’s portfolio consists of its flagship Topaz helium project in Minnesota, United States, and the Tunu helium project in Greenland. The Topaz is located in the state of Minnesota, 100 kilometers (km) north of the regional center of Duluth. The Tunu Project consists of a Special Mineral Exploration License (MEL-S 2021-45) that covers Liverpool Land in East Greenland and has an area of 2,772 square kilometers (km2) and a Mineral Prospecting License (MPL 2021-46) that covers East Greenland. The project is on the east coast of Greenland in Liverpool Land, a peninsula in eastern Greenland which faces the main European continent. It is five km from Ittoqqortoormiit and 40 km from the Nerlerit Inaat International Airport (CNP).

One of the problems is that the State of MNdoes not have a process to grant leases for oil and gas wells orfor  non-hydrocarbon gas rights. Because there is no oil and no gas and this is the first attempt to find helium to sell.

The state will have to develop the process. You would hope that Pulsar would get first rights on land adjacent to their prospect that they have made application for and have tried to file for but found no process to do that. But you never know what will happen.

The state of Minnesota does not have to invent this. The  Province of Saskatchewan  (which has oil and gas but also primary helium) has a process all set up for helium rights and helium royalties. Alberta as well, Montana, Colorado.  In Minnesota it should be easier with no hydrocarbons to complicate the issue. But when did government ever take the simple route. Especially Minnesota government.
