Pulsar Helium Inc. is a Canada-based helium exploration and development company. The Company’s portfolio consists of its flagship Topaz helium project in Minnesota, United States, and the Tunu helium project in Greenland. The Topaz is located in the state of Minnesota, 100 kilometers (km) north of the regional center of Duluth. The Tunu Project consists of a Special Mineral Exploration License (MEL-S 2021-45) that covers Liverpool Land in East Greenland and has an area of 2,772 square kilometers (km2) and a Mineral Prospecting License (MPL 2021-46) that covers East Greenland. The project is on the east coast of Greenland in Liverpool Land, a peninsula in eastern Greenland which faces the main European continent. It is five km from Ittoqqortoormiit and 40 km from the Nerlerit Inaat International Airport (CNP).

RE:Analysis of Proposed Minnesota Statute/RegulationTo play devil's advocate here, this is just a proposal by a lawmaker who has little understanding of the industry. There are laws in place in other jurisdictions that will play precedent to someone who is clueless to industry norms.  Instead of being appreciative that a plan is moving in place for production it appears to be almost fear mongering on every point.  That is how uninformed they are right now, they don't even understand that there is a value added process that requires capital and a workforce. 

I will take this, Minnesota looks like a left leaning state so you can probably see the laws enacted reflect that, but you will not see absurd taxes on value added products of 18%.  Common sense at some point should prevail and that shouold mean that unless the entire process is crooked that Pulsar will be first in line with their expresssion of interest.
