There are laws in place in other jurisdictions that will play precedent to someone who is clueless to industry norms. Instead of being appreciative that a plan is moving in place for production it appears to be almost fear mongering on every point. That is how uninformed they are right now, they don't even understand that there is a value added process that requires capital and a workforce.
I will take this, Minnesota looks like a left leaning state so you can probably see the laws enacted reflect that, but you will not see absurd taxes on value added products of 18%. Common sense at some point should prevail and that shouold mean that unless the entire process is crooked that Pulsar will be first in line with their expresssion of interest.
