More likely scenario is CFX gets sold - Canfor is done with bad BC forest policies.
Dropping one line at Northwood, will help them shed operating costs and capex (they were going to spend $80M+ on a recovery boiler replacement - that is off the table for now).
The Northwood line closure improves the cost structure, will allow for more stable chip supply and pulp production and, ultimately, better positions CFX for a sale. New buyer can come into a leaner business.
If the new buyer restarts the Northwood line in the future, they will look like heros.
