This certainly shows how the City needs to grow its tax base or die.
If those water rights are being purchased for $17,500/AF then that is still over $3M+.

If the City were to pay the same amount GRB is paying their major shareholders/company advisors who are stated as being "arms length" that same 175AF would be over $5.1M+
